Project EliAs is a conversational tool that guides residents through appeal process, offering personalised, real-time support to make government aid more accessible and understandable.
The Problem
Many Singaporean residents — including working adults and digitally savvy individuals — struggle to appeal for government support schemes. Despite being comfortable with digital platforms, they often face unclear eligibility criteria and documentation requirements.
While information exists online, it often lacks the comprehensive guidance needed to support the diversity of real-life situations. Many residents fall into grey zones — uncertain of their eligibility or next steps — and slip through the cracks of a system not designed to guide them fully.
By closing this gap in understanding, we can ensure that more residents access the support they’re entitled to and build greater trust in public assistance schemes.
Our Solution
To address this gap, we developed Project EliAs — short for Eligibility Assistant — a conversational tool that guides residents through appeal process with clarity and confidence.
EliAs helps users pre-screen their eligibility, understand exactly which documents they need based on their individual circumstances, and provides step-by-step next actions — whether that means visiting a Community Centre or using the online portal. Rather than replacing existing systems, EliAs enhances them by offering a layer of personalised, real-time guidance that traditional FAQs or static forms cannot provide.
Built on a modular framework, EliAs is designed to be scalable across other government schemes, starting with CDC Vouchers and expanding to areas like Public Transport Vouchers, ComCare, and more. By delivering timely, conversational support, EliAs helps ensure that support doesn’t just exist — it’s actually accessible.
